The Chancellor cut the existing 45% tax relief that private landlords receive on their mortgage interest payments to 20% by April 2020. This move was described as helping to cool down an overheated buy-to-let market. Other justifications include the fact that, unlike landlords, homeowners cannot offset their mortgage payments but those homeowners are not running businesses nor do they pay capital gains tax on disposal of their property.

Many people decide to become a private landlord because they were getting no interest on their savings in the bank or, following the financial crisis, no longer trusted the pension model. The majority of private landlords rely on rental income as their sole means of support and an income stream for retirement.

There are many hurdles and additional responsibilities (tax relief changes, council registration schemes, immigration status checks) landlords have to face.
